How do I find the Certificate of Good Standing (COG) Link?
When on this page (https://mtc.dor.state.ma.us/mtc/_/), find the link in the picture below that says, “Request a Certificate of Good Standing.”
To view your Certificate of Good Standing Letters
Log into your MassTaxConnect account: https://mtc.dor.state.ma.us/mtc/_/
Select the More… tab
In the Letters section, select View Letters hyperlink, to view all letters that have been issued.
If issued the Certificate of Good Standing letter will be listed in the inbox.
NOTE: If letter is not listed in your inbox, try using the search button. It may also be Archived.
Double click on the Certificate of Good Standing to open.
To print choose the printer icon in the top right corner of the page.
- How long before a new business is eligible for a certificate of good standing and being able to apply for the express program if they just start up?
It is my understanding that a business is able to get a Certificate of Good Standing to confirm eligibility at any point, even if new to the Commonwealth. If they are unable to obtain a COGS through their MassTaxConnect account, then there is something holding up their account that they will need to connect with the Department of Revenue about.
- If a company is established but just starts up payroll, how long until they are eligible?
They need to file with the Department of Unemployment Assistance (DUA) for at least one full FQ before they are eligible to apply for funding through the Workforce Training Fund & Express Program. This is due to the fact that funding is a surcharge on UI/UHI payments made to the DUA.
EIN and DUA Numbers Explained
EIN: Employer Identification Number
An EIN (Employer Identification Number) is a unique nine-digit number assigned by the Internal Revenue Service (IRS) to businesses and other entities. It’s used for tax-filing purposes and is similar to a Social Security number for individuals.
Common uses of an EIN include:
- Filing employment taxes
- Opening a business bank account
- Filing various business tax returns
DUA: Department of Unemployment Assistance
This is often associated with unemployment benefits and refers to a state government agency that handles unemployment claims.

- Full legal name of organization
- Address

Applicant Information:
- Full name of the person submitting the grant application (e.g., Owner, President, Vice-President)
- Official title
- Email address
- Phone number
- Extension number
- Fax number
Number of Employees in Massachusetts:
- Count all “W-2 employees” (part-time and full-time) currently working for your company in Massachusetts.
Company Website Domain Name:
Training Participants:
- Full name(s) of each person who will participate in the training under the Grant.
- List only employees working in Massachusetts.
Previous Grant Applications:
- Have you ever applied for a Workforce Training Fund grant (Express Program or General Program)?
Massachusetts Certificate of Good Standing:
- See our FAQ page for instructions on obtaining your Certificate of Good Standing from the Massachusetts Department of Revenue.
- The Grant application requires the Certificate of Good Standing, dated within the last six months, to be submitted at the same time.
- Please scan or forward a copy of the Certificate of Good Standing to us.
